The Upper Trinity Regional Water District's Board of Directors is comprised of representatives appointed by the District's member communities. The Executive Board has historically been comprised of Directors respresenting member communities who purchase little to no services from the District and therefore have minimal financial stake in the decisions made by the Board. In addition, the overwhelming majority vote of the Board of Directors is controlled by Directors who represent member communities that contribute less than 4% of the District's annual revenue.
